Abstract
Based on the analysis of international experience, psychoeducation is considered as an effective, scalable and affordable way to maintain the mental health of the population in conditions of chronic wartime stress. The report covers two organizational models of mental health and psychosocial support (MHPSS) services, within which psychoeducation should be implemented - the "pyramid" of the UN Interagency Standing Committee (ISC) with an emphasis on the post-traumatic consequences of war and the "inverted pyramid" focused on preventive mass psychoeducation. Two conceptual approaches to psychoeducation are also analyzed: trauma-informed (USA) and resilient (Israel). A number of recommendations are formulated for the integration of psychoeducational activities into the domestic legislative field, management practices, the education system, primary health care and the media space. The creation of unified national quality standards for psychoeducational materials is proposed. The publication is addressed to central and regional government bodies, local governments, developers of social programs, mental health specialists, educators, and media representatives.
