Abstract
A theoretical and methodological analysis explores the essence, structure, and key stages of civil society formation in contemporary Ukraine. It critically re-evaluates the dominant approaches in academic discourse, which largely absolutize the institutional component (the quantitative indicators of registered public organizations) while overlooking the substantive, value-based, and motivational factors of interaction between society and government institutions. It is demonstrated that the presence of institutional tools without a clearly articulated social goal either turns the development of the non-profit sector into an end in itself or leads to its instrumentalization by the state to legitimize government decisions. Based on a retrospective analysis of socio-political transformations, a chronological periodization of civil society development in contemporary Ukraine is proposed and detailed. Special attention is paid to the need to strengthen the legislative framework for the activities of public associations, revealing an imbalance between legal rulemaking and the practical stimulation of real mechanisms for civil society development. The study concludes that the future prospects for Ukraine's democratic transformation depend not on the expansion of purely organizational forms, but on a fundamental change in citizens' value and meaning-oriented outlooks, the formation of the public sphere, and the establishment of subject-to-subject interaction between the state and society.
