Abstract

The article substantiates the strategic importance of implementing systemic monitoring of the quality of socio-humanitarian education as a key factor in strengthening the national security and resilience of Ukraine amid military aggression and socio-political transformations. A complex of factors driving the relevance of this issue is identified, including European integration requirements (ESG standards), statutory priorities for socio-humanitarian capital, overcoming socio-cultural losses, and counteracting hybrid threats in the information sphere. Five key dimensions of systemic monitoring are highlighted: unity of object, subject, and tools; multi-level structure (individual, institutional, national); process orientation and cyclicality; conceptual unity of results; and predictive capacity. It is demonstrated that systemic monitoring transforms evaluation from a bureaucratic routine into a strategic tool for managing the nation's value potential.
