Abstract
The aim of the paper is to analyze the evolution of the target orientations, ideological foundations, and models of educational reform under the influence of global development challenges. The relevance of conceptualizing the foundations of educational reforms in conditions of uncertainty and fragility caused by the Russian–Ukrainian war is emphasized. To achieve the research objective, a set of scientific methods was applied, including general scientific methods (analysis, synthesis, induction, deduction, generalization) and special methods (historical-comparative analysis, discourse analysis, and systems analysis), which in synergy ensured the validity of the obtained scientific results. In the study, educational reform is interpreted as a transformation of public education from the perspective of educational theory and practice. The key characteristics of reforms in education are identified as their national scale, systemic and holistic nature, scientific grounding, and practical orientation. The historical dynamics of the conceptual foundations of educational reform are examined, beginning with the pre-globalization period, when reforms were characterized by a nation-centered logic of change and linear reform processes, and continuing to the globalization period, marked by the growing role of supranational institutions and the formation of global educational strategies. Contemporary reality, conceptualized through the VUCA and BANI models of the world, is characterized by a transformation from a static knowledge-oriented model of “education for life” to a dynamic competence-based model of “lifelong learning,” in which the key elements are the ability for self-directed learning, adaptability, and resilience. It is concluded that changes in the geopolitical context transform the ideological foundations of reforms, which is manifested in the transition from quantitative indicators of educational development (expansion of access, extension of the duration of education) to qualitative and functional characteristics associated with the development of life competencies. Thus, the evolution of reforms is characterized by increasing complexity: from local and linear changes to a multidimensional, globally determined system of reforms oriented toward proactivity and anti-fragility.
