Abstract

The article theoretically substantiates the essence, structure, and content of inclusive competence of teaching staff in vocational (vocational and technical) education institutions under conditions of contemporary educational transformations. The relevance of the study is determined by the need to ensure a high-quality inclusive educational environment, the expansion of inclusive educational practices, the growing number of learners with special educational needs, and the necessity for professional development of teaching staff in the context of educational digitalization, martial law, and social changes. The concept of “inclusive competence of teaching staff in vocational education institutions” is clarified and interpreted as an integrative professional and personal characteristic that determines a teacher’s readiness and ability to effectively organize the educational process considering the diversity of learners’educational needs. The structural components of inclusive competence are identified and characterized, including motivational-value, cognitive-informational, behavioral-activity, personal-reflective, and emotional-volitional components. The research employed a set of theoretical and empirical methods, including analysis of scientific sources, generalization, questionnaires, expert evaluation, and the pairwise comparison method. The empirical basis of the study consisted of a survey involving 200 teaching staff members of vocational education institutions and expert evaluation conducted with the participation of 26 specialists. The study identified the most significant components of professional competence of teaching staff in vocational education institutions, including educational, communicative, digital, methodological, subject-professional, and inclusive competencies. The findings revealed an insufficient level of actualization of inclusive competence in current educational practice, which determines the necessity for its purposeful development. A structural-functional model for the development of inclusive competence of teaching staff in vocational education institutions was developed. The model includes interrelated methodological-target, content, organizational-processual, and diagnostic-resultative blocks. The proposed model reflects the logic, stages, pedagogical conditions, forms, and mechanisms of inclusive competence development and may serve as a methodological basis for improving the system of professional development and advanced training of teaching staff in the context of implementing the principles of inclusive education. It is substantiated that the development of inclusive competence of teaching staff is an important prerequisite for ensuring the accessibility and quality of vocational education, creating a safe educational environment, and improving the effectiveness of professional pedagogical activity under current social challenge.
