Abstract
This work is devoted to the analysis of organizational models for evaluating the professional activity of principals of general secondary education institutions. It traces the historical evolution of approaches—from traditional inspection practices to technologies based on monitoring, professional leadership standards, and digital tools. The author explains the reasons for the diversity of models, shaped by historical, political, and economic factors, as well as the level of decentralization in educational governance. Special attention is given to international experience (USA, United Kingdom, Germany, Switzerland, France, Estonia) and its adaptation to Ukrainian realities. The importance of professional standards for principals, parental surveys, the development of self-assessment culture, and evidence-based pedagogy is emphasized. Practical recommendations aim to enhance transparency, accountability, and effectiveness of school leadership, contributing to improved educational quality and the formation of leadership among Ukrainian principals. The publication is intended for school principals, education administrators, members of attestation commissions, researchers, lecturers, postgraduate students, participants of professional development programs, and all those interested in educational management and quality assurance. This work is a preprint of the author’s section of the methodological guidelines “Methodology for Evaluating the Professional Activity of Pedagogical Workers”, developed within the research project “Evaluation of the Professional Activity of Pedagogical Workers” (State Registration No. 0124U000273) by the Department of Monitoring and Evaluation of General Secondary Education Quality at the Institute of Pedagogy of the NAES of Ukraine.
