Abstract
The quality assurance system for vocational education and training in Sweden is a complex and multi-layered structure. The Education Act provides the Swedish School Inspectorate with a clear legal basis for its supervision. A scale of sanctions has been introduced, with the ambition, as far as possible, to set the same sanctions for municipal and grant-funded independent schools. The rules governing the Swedish School Inspectorate (Skolinspektionen) have been strengthened to strengthen its powers to carry out clear and effective supervision and to allow it to impose fines on public and private responsible bodies, as well as to use other sanctions. New provisions on systematic quality improvement procedures (which must be documented) have been introduced, while the previous requirements for quality assessment reports and municipal school plans have been abolished.
