Abstract

Bobova L. М. Management of the adaptation of foreign citizens and stateless persons to studies at higher education institutions in Ukraine – Qualification work on the rights of the manuscript. Dissertation for the degree of Doctor of Philosophy in specialty 011 – «Educational, Рedagogical Sciences». State Institution of Higher Education «University of Educational Management» of the National Academy of Pedagogical Sciences of Ukraine, Kyiv, 2026. Annotation content This dissertation combines theoretical and applied aspects of managing the adaptation of foreign citizens and stateless persons to studies at higher education institutions in Ukraine. The study substantiates the relevance of the chosen problem,analyzes scientific literature, and clarifies key concepts. In particular, the dissertation provides the author’s interpretation of the concepts of “adaptation of foreign citizens and stateless persons to studies at higher education institutions,” “adaptation potential,”“sociocultural integration,” and “systemic approach to managing the adaptation of foreign citizens and stateless persons to studies at higher education institutions in Ukraine.” It was established that the legal and regulatory framework is a system-forming factor in managing the adaptation process of foreign citizens and stateless persons to studies at higher education institutions in Ukraine. The main groups of normative documents regulating this process were identified: fundamental legislative acts of Ukraine; regulatory documents of the Cabinet of Ministers of Ukraine and the Ministry of Education and Science of Ukraine regarding the organization of the educational process; and internal regulations of higher education institutions. Based on theoretical principles and the regulatory framework, the features of adaptation processes and their management were analyzed. Adaptation of foreign citizens and stateless persons to studies at higher education institutions in Ukraine is a complex process of gradual integration into the educational environment, involving the overcoming of psychological, communicative, intercultural, and academic barriers. The goal of this process is the successful inclusion of students in the educational process, with subsequent social integration into the educational and sociocultural environment. In this context, adaptation management is understood as a purposeful influence on the factors and conditions that determine the course and effectiveness of the adaptation process. The study theoretically substantiates the essence of managing the adaptation of foreign citizens and stateless persons to studies at higher education institutions in Ukraine and identifies its applied aspect. Adaptation management is a systematic, purposeful interaction between the management subject and object, creating conditions for full integration of students into the educational environment through their social and cultural adaptation. The applied aspect involves providing comprehensive support to foreign citizens and stateless persons during their studies, including addressing legal, linguistic, psychological, and everyday challenges. To ensure the effectiveness of the adaptation process, a model of adaptation management was developed, along with a procedure for its implementation. Structural elements of the model for managing the adaptation of foreign citizens and stateless persons to studies at higher education institutions in Ukraine were defined. The model is a comprehensive organizational and managerial system encompassing decision-making processes regarding the content, support, and procedures of adaptation. It includes interconnected mechanisms aimed at ensuring effective academic, sociocultural, and psychological adaptation of foreign students in both the educational environment and social space. The system-forming basis of the model considers contemporary challenges, including the expansion of international educational interaction, intercultural communication, and legal and regulatory requirements. The model’s leading component is the goal-oriented block, which includes the aim, decomposition into tasks, expected results, and achievement indicators. The model consists of the following blocks: normative-theoretical, content-functional, technological, and productive-reflexive. The normative-theoretical block reflects the legal foundation of the model and is based on Ukrainian legislation on the education of foreign citizens and stateless persons, as well as relevant international agreements. The content-functional block outlines the main directions, forms, and methods of managerial activity aimed at supporting foreign students. The technological block ensures the implementation of management decisions for adaptation to the higher education environment. The productive-reflexive block evaluates the effectiveness of the model and managerial actions. A methodology for implementing the model in higher education institutions was developed, emphasizing systematic, step-by-step management of the adaptation process. The term “methodology” highlights not only the sequence of actions but also the scientifically grounded organization of management, considering specific conditions, stages, methods, and resources. The methodology is a flexible system of techniques, principles, and procedures, more suitable for practical use than a rigidly sequenced “technology.” An important element of the methodology is the toolkit for assessing adaptation effectiveness, based on a factor-criteria (qualimetric) submodel implemented in Excel. This submodel allows monitoring and analysis of adaptation dynamics, ranking and quantifying the significance of structural parameters and factors, and identifying management priorities. The study also describes the procedure for expert evaluation of the model’s effectiveness and develops the corresponding toolkit, including a questionnaire for summarizing expert assessments. Methodical recommendations for practical use of the model in higher education institutions were developed and scientifically justified. Scientific novelty of the research lies in the fact that, for the first time: For the first time: a model for managing the adaptation of foreign citizens and stateless persons to studying in higher education institutions of Ukraine has been theoretically substantiated and developed; the model ensures the integrity, manageability, and effectiveness of the adaptation process, and its expert evaluation has been carried out; the model is structured into five interrelated blocks: target, normative-theoretical, content-functional, technological, and productive-reflexive;  criteria and indicators of effective adaptation of foreign citizens and stateless persons have been determined, and on this basis a qualimetric (factor-criterion) submodel has been developed, which ensures the identification, ranking, and quantitative justification of the significance of its structural parameters and factors, as well as the identification of managerial priorities in the adaptation process; a methodology for implementing the model of adaptation management has been substantiated, which ensures its practical application in the activities of higher education institutions. Clarifications: the content and the author’s interpretation of the key research concepts have been specified, in particular: “adaptation of foreign citizens and stateless persons to studying in higher education institutions” – as a purposeful, multi-level process of personal adjustment to academic, social, cultural, linguistic, and organizational conditions of the educational environment aimed at achieving educational outcomes; “management of adaptation of foreign citizens and stateless persons to studying in higher education institutions of Ukraine” – as a purposeful influence on factors and conditions determining the course and effectiveness of the adaptation process; “adaptive potential” – as an integral characteristic of an individual determining their ability for self-regulation, overcoming difficulties, and effective interaction with a new environment; “sociocultural integration” – as a process of gradual inclusion of an individual into cultural, linguistic, and social space while preserving their identity and forming the ability for full interaction; “system approach in managing adaptation…” – as a holistic organization of the adaptation process based on coordinated interaction of educational components, taking into account academic, sociocultural, and psychological needs of foreign students. Further developed: theoretical approaches to managing the adaptation of foreign citizens and stateless persons to studying in higher education institutions of Ukraine, considering modern requirements for the quality of the educational process and intercultural interaction; approaches to managing adaptation processes in higher education institutions that involve the integration of educational, socio-psychological, and cultural support for foreign students; procedures for monitoring and expert evaluation of the effectiveness of adaptation of foreign citizens and stateless persons, as well as the effectiveness of managerial activities of higher education institutions. Practical significance of the obtained results lies in the development of: a methodology for implementing the model of adaptation management of foreign citizens and stateless persons in higher education institutions in managerial practice; a qualimetric (factor-criterion) submodel implemented in the Excel spreadsheet environment for identifying, ranking, and quantitatively substantiating the significance of its structural parameters and factors and determining managerial priorities; tools for expert evaluation, in particular a questionnaire for summarizing expert assessments of the model effectiveness; methodological recommendations for the use of the model in the activities of higher education institutions. The materials of the dissertation research can be used in scientific, educational, and managerial activities of higher education institution administrators to improve the management of adaptation processes. In addition, the results of the research are advisable to be used in postgraduate education for professional development of academic staff, educational managers, and specialists responsible for working with foreign students. The research materials can also be applied in the professional training of students within the educational program “Educational Institution Management” (field of knowledge 07 “Management and Administration”, specialty 073 “Management”) to form competencies in managing student adaptation in a multicultural educational environment.
