Abstract

This study establishes the strategic role of micro-credentials as an innovative instrument for human capital development within the context of Ukraine’s post-war reconstruction. By examining the experience of the Kingdom of the Netherlands, the research elucidates the operational mechanisms of tripartite partnerships (the SBB model), modular qualification structures, and systems for validating prior non-formal and informal learning (EVC). Particular emphasis is placed on the practical aspects of adapting Dutch practices to the Ukrainian educational landscape, specifically through the establishment of sectoral councils, the integration of partial qualifications into the Unified Register of Qualifications, and the digitalisation of learning outcome certification. The findings demonstrate that implementing a micro-credential system fosters national economic resilience, facilitates the social reintegration of vulnerable populations – such as veterans and internally displaced persons (IDPs) – and ensures the successful European integration of the national vocational education system.
