Abstract
The article provides a comprehensive theoretical and methodological analysis of educational services as an object of socio-economic relations within the context of the transformation of the Ukrainian education system in 2005–2021. The study examines the economic nature of educational services, their consumer value, cost characteristics, and social significance. Particular attention is paid to the dual nature of educational services as both a socially significant public good and a market-oriented product operating within competitive and regulatory frameworks. The paper substantiates that during the analyzed period Ukrainian education underwent significant structural and conceptual changes, including the expansion of institutional autonomy, implementation of quality assurance mechanisms, integration into the European educational space, and strengthening of market principles in higher education management. These transformations contributed to a reinterpretation of educational services not only as a budget-funded social function but also as an element of the knowledge economy and human capital development. The specific features of educational services are analyzed, including intangibility, inseparability of production and consumption, delayed socio-economic effects, and active participation of the consumer in the service formation process. The structure of the educational services market is examined, with emphasis on the interaction between providers, consumers, the state, and other stakeholders. The study highlights that the development of educational services in 2005–2021 reflects broader socio-economic modernization processes and the increasing role of education as a strategic resource for sustainable national development. The findings confirm that educational services should be considered a complex interdisciplinary category integrating pedagogical, economic, and social dimensions. The methodological understanding of educational services as a socio-economic phenomenon provides a foundation for improving strategic management decisions in educational institutions and enhancing the competitiveness of the national education system.
