Abstract
The modern paradigm of vocational education development in Ukraine is shaped by profound transformations that necessitate the transition of training and methodological centers (offices) for vocational education and training (VET) to a qualitatively new level of functioning. Under these conditions, these centers (offices) emerge not only as hubs for methodological support, but as strategic platforms for innovative development that ensure the modernization of vocational training content, integration into the European educational area, partnership development, and digitalization of the educational environment. Accordingly, the professional competence of heads of methodological institutions (directors and their deputies) becomes crucial for effective change management and ensuring the sustainable development of the vocational education system. The educational and professional program for professional development "Strategic Management of the Activities and Development of Vocational Education Training and Methodological Centers under Educational Transformations" is aimed at leaders of the methodological sector who seek to improve modern tools of strategic management, innovative governance, and leadership. The program is designed to develop the capacity for strategic planning of center development, human resource management, implementation of digital technologies, ensuring the quality of educational services, and building partnership interactions. The content of the program covers key areas of managerial activity of the center's head, including: strategic management and organizational development; innovative management and leadership in adult education; personnel management in the context of vocational education reform; organization of an inclusive educational environment; use of digital tools and electronic resources for management; psychological aspects of a leader's professional activity; and the development of project, grant, and fundraising activities as mechanisms for increasing competitiveness. The purpose of the educational and professional program is the systemic improvement of managerial, leadership, digital, and social-communicative competences of the heads of training and methodological centers (offices) for VET, which are necessary for effective strategic management, modeling the development of a methodological institution as an agent of educational change, ensuring the quality of vocational education, and attracting additional resources. The implementation of the program will contribute to increasing the managerial capacity of the heads of VET centers (offices), implementing modern management practices and project-based approaches, developing the innovative activities of methodological institutions, strengthening their role in regional educational ecosystems, and ensuring high-quality vocational training for students.
