Abstract
The article addresses the issue of developing civic competence among students in grades 7-9 of general secondary education institutions through the teaching of the German language within the competence-oriented educational paradigm. The study substantiates the feasibility of integrating the content of civic education into foreign language instruction as an effective means of fostering key competencies outlined in the State Standard for Basic Secondary Education. Based on an analysis of pedagogical, psychological, and linguodidactic sources, civic competence is conceptualized as an integrative personal quality encompassing knowledge of democratic values and social processes, value orientations, readiness for socially responsible behavior, and the ability to communicate effectively. The article identifies and characterizes the structural components of students’ civic competence, including the knowledge-based, value-motivational, activity-oriented, and communicative components, and demonstrates the potential for their purposeful development in German language lessons. Particular attention is given to teaching methods and techniques based on the simulation of real-life and social situations, promoting critical thinking, the ability to articulate one’s position in a foreign language, participate in discussions, and collaborate effectively in groups. The didactic potential of interactive methods, project-based activities, role-playing games, and debates is analyzed as an effective tool to enhance student motivation and engagement in active civic practice. The research findings indicate that the organic integration of foreign language learning and civic education fosters conditions for the development of intercultural communication, social engagement, and responsible attitudes toward societal processes, contributing to the cultivation of democratic values, tolerance, and civic maturity among students.
