Abstract
The article provides a comprehensive analysis of the transformation of Ukraine’s vocational education and training (VET) system within the context of contemporary civilisational and national challenges. These shifts are driven by the transition to Industry 4.0 and Industry 5.0, the digitalisation of the economy, the proliferation of artificial intelligence, the green transition, and the repercussions of the full-scale war. It is substantiated that vocational education is gaining strategic significance as a pivotal mechanism for supplying the labor market with skilled personnel, fostering economic recovery, strengthening national resilience, and accelerating European integration processes. The study identifies key trends in the modernisation of the system, including the updating of the legislative framework, the expansion of institutional autonomy, the establishment of supervisory boards with employer participation, the development of dual education models, and the introduction of student labor contracts, independent competency assessments, as well as partial and micro-credentials. Furthermore, it is demonstrated that a critical component of the reform involves the modernisation of material and technical infrastructure through the creation of state-of-the-art educational and practical centres and centres of vocational excellence. These facilities are oriented towards training specialists for national reconstruction, specifically in energy, construction, transport, agriculture, and the service sector. The paper highlights the importance of digital platforms, data analytics, and AI technologies in personalising learning, monitoring educational outcomes, and synchronising VET curricula with the dynamic demands of employers. Particular attention is paid to the role of vocational education in the reintegration of veterans and internally displaced persons, the inclusion of women in technical professions, the return of labor migrants, and the overall formation of human capital. The study concludes that the future of vocational education in Ukraine is intrinsically linked to the creation of a flexible, innovative, learner-centred, and competitive educational ecosystem that is fully integrated into the European Qualifications Framework and capable of responding promptly to demographic, technological, and socio-economic changes.
