Abstract
The article provides a theoretical and methodological substantiation of a criteria-based approach to safety management in educational institutions as a tool for managerial diagnostics and the development of a safe educational environment under wartime and social risks. The essence of safety management within the internal quality assurance system is clarified, and its managerial cycle, including planning, organization, monitoring, and correction of safety processes, is described. A system of interrelated criteria (organizational and managerial, diagnostic and analytical, psychological, professional and competency-based, communication and partnership, and result-oriented) with corresponding indicators is proposed. These criteria enable comprehensive safety assessment, internal auditing, and data-informed managerial decision-making. It is argued that the defined criteria reflect the core functions of safety management and are consistent with the Professional Standard for school principals and institutional audit-procedures. Managerial mechanisms for implementing the criteria-based approach are characterized, including the integration of safety goals into strategic and annual planning, the establishment of a monitoring system for psychological and physical safety, staff capacity development, the introduction of psychosocial support programs for teachers, the development of partnership-based interaction, and internal safety auditing. The study proves that the use of criteria and indicators facilitates the transition from declarative safety provision to a systemic safety management model, enhances the psychological resilience of teaching staff, ensures continuity of the educational process, promotes the development of an inclusive and safe educational space, and increases the validity of managerial decisions made by school leaders.
