Abstract

The article examines personnel development as a key element of the system of strategic management of enterprise resilience and economic security under conditions of global instability, digitalization, and permanent crisis phenomena. It is substantiated that traditional financially oriented approaches to ensuring enterprise resilience are limited and fail to account for the growing role of human capital as a carrier of adaptive, innovative, and anti-crisis potential. Strategic resilience of the enterprise is interpreted as a dynamic capability for anticipatory adaptation and ransformation of business processes based on the development of personnel competencies. Contemporary scientific approaches to defining the role of personnel in ensuring enterprise resilience and economic security in a turbulent environment are analyzed. It is proven that personnel development performs a system-forming function in ensuring enterprise economic security through the minimization of human-related, knowledge-based, and behavioral risks, as well as through the maintenance of business process continuity. Methodological approaches to assessing the effectiveness of personnel development are generalized using the balanced scorecard, the integral coefficient of professional competence, key performance indicators (KPIs), and indicators of workforce core stability. A conceptual model is proposed that reflects the cyclical interrelationship between personnel development, economic security, and strategic resilience of the enterprise. Practical recommendations are developed regarding the implementation of anticipatory learning, the integration of HR indicators into strategic controlling, the formation of a culture of psychological safety, and the use of digital HR technologies and personnel management tools for monitoring human capital risks. The implementation of the proposed approaches will contribute to enhancing enterprise resilience and strengthening their capacity for sustainable development under conditions of high uncertainty.
