Abstract

The article presents a systematic analysis of theoretical concepts of public opinion in Ukraine regarding educational reforms in the context of a full-scale war. The relevance of the study is due to the need to rethink the mechanisms for forming public assessments in crisis situations, when education operates in a situation of security threats, forced migration, digital transformation and destruction of infrastructure. The theoretical and methodological basis is classical and modern approaches to understanding public opinion, in particular the concepts of Walter Lippmann, Jurgen Habermas and Pierre Bourdieu, which allow interpreting the features of public communication, symbolic power and the influence of the media on public sentiment. Particular attention is paid to the transformation of the public sphere under martial law, when public opinion is formed under the influence of intensive information flows, state communication and civil mobilization. The impact of the security factor on the perception of educational changes is analyzed, in particular, the reform of the content of education, language policy, digitalization of education and ensuring equal access to educational services. It is established that the war increases society's demand for quality education, national-patriotic education and the preservation of cultural identity, while at the same time actualizing the problems of psychological support for participants in the educational process. It is substantiated that traditional theoretical models of public opinion need to be adapted to the conditions of hybrid information influences and traumatic social experience. It is proven that the effectiveness of educational reforms largely depends on the level of trust in state institutions, transparency of management decisions and inclusion of citizens in public dialogue. The results of the study can be used to improve the mechanisms of communication of educational policy and increase its public support in war conditions.
