Abstract

The relevance of the problem of decision-making at various levels – ranging from personal success to strategically significant and nation-defining decisions affecting the development of the state and society – is substantiated. Building upon the key aspects of decision-making theory examined in the author’s previous publication – namely, the clarification of core concepts, markers, criteria, requisite competencies, positive factors influencing decision quality and outcomes, as well as the stages and rules of the process – this article traces the logistics of formulating the most rational decisions. The competencies essential for effective decision-making are identified. The conditions under which choices are made, particularly in situations of uncertainty, are elucidated, and the nature of their influence on the course and outcomes of the decision-making process is analyzed. The study examines real-life situations, methods, and techniques of problem-solving; it considers possible scenarios of event development and the advantages associated with well-founded decisions, on the one hand, as well as the impact of destructive factors and their consequences, on the other. The effectiveness of the decision-making process at each stage is shown to depend on adherence to twenty fundamental rules, which are specified and illustrated with practical examples. These include: clarifying the essence of the problem; adhering to core criteria; identifying the central issue; ensuring balanced information gathering; considering the full spectrum of alternative solutions; determining an appropriate point of entry, among others. The essential characteristics of the decision-making process are outlined. Approaches to selecting the optimal alternative are characterized, and pathways for optimizing decision-making are proposed. The article also forecasts emerging trends in the field of decision-making and emphasizes the necessity of further research into such issues as methodologies for developing decision-making competencies among pupils and university students, as well as the optimization of military, managerial, and long-term strategic decisions in the context of the Russian–Ukrainian war and the post-war reconstruction of Ukraine.
