Abstract

The Internet is seen as a unique resource for the development of civic competence of the cyber generation – the generation with unlimited opportunities to obtain information, knowledge, communication, companionship, freedom of choice of values, behavior model, type and forms of interaction in cyberspace. Attention is drawn to the fact that the influence of the information and communication environment of the Internet can be hidden from public discourse, and its consequences – destructive for man and society, as they level the traditional values and moral norms. It is emphasized that internetization, on the one hand, appears as a globalization and deindividualization process, on the other – strengthens a person’s attachment to the territory, region, homeland where he exercises his civil rights. Respect for human rights is defined as the basis of civic competence. Civic competence is seen as the willingness of the individual to actively, responsibly and effectively implement a set of civil rights and responsibilities in a democratic society, to apply their knowledge and skills in practice. The peculiarities of the formation and development of civic competence of the cyber generation are described: the formation of civic competence occurs at different age stages as a result of purposeful intellectual and practical activities of the individual in a particular social environment, including the Internet environment; the Internet environment influences the process of formation and development of civic competence directly and indirectly; the formation and development of civic competence occurs throughout life in a society with a certain system of values, ideals, moral norms and rules; Internet-mediated intersubjective user interaction activates civic Internet participation. The matrix of development of civic competence in the virtual Internet space is presented.
