Abstract

The attitude of the world scientific community to the scientometric systems are analyzed. The essence of the modern methodology of evaluating the effectiveness of scientific activity is considered, which should provide multidimensional monitoring of research for their next expert analysis. The expediency of consolidation of Google Scholar and Scopus bibliometric data is substantiated in order to obtain a statistically reliable picture of the state of the research environment in Ukraine and to prevent the lobbying of commercial systems. The emphasis is placed on the EU publishing policy strategy - the transformation of the subscription magazine business model into an open-access business model. The necessity of joining Ukraine to the publishing policy of the European Union is stated.
