Abstract

Background: Communicative methods of governance come to the fore in the information society. They imply the transition to self-organization of the subjects of society on the basis of a jointly constructed public opinion. It means the replacement of social control with social governance by preliminarily forming of public opinion, within which the necessary goals are set. Methodology: A synergetic approach was used, within the framework of which the society is simultaneously considered as an integrity, system, text (the text of viability, the collective author, the model of self-organization). The proposed approach, in which the society is analyzed in three dimensions as a state of socium, the structure of the organization of subjects, the process of (re)designing the concept of a sociocultural project, made it possible to combine static models, models of dynamic equilibrium, and recursive models of society. Results: Social governance in a complex society is simultaneously provision of the vital activities of society, organization of communications of the collective entity, and (re)construction of a model of society's self-organization. Conclusion: The subjects of the information society improve (agree upon the changing conditions) through the communication their socio-cultural project of self-organization of the vital activities of society. The governance of the authors of public opinion provides an opportunity to manage the (re)construction of a model of society's self-organization, directing the development of society in the desired direction.
