Abstract

Methods for consolidated public opinion formation are discussed. Consolidation of public opinion is considered both as a process and an outcome of public discussion among social groups, institutions or stakeholders on the socially important issues. The study was aimed at the selection of methods that allow assessing public opinion consolidation at the inter-subject level. The “consensus” criterion is suggested: it guarantees that all opinions, ideas and needs of the subjects to be taken into consideration. Social psychological methods to be used for estimation and formation of public opinion are described; these are group decision making and group discussion methods. Within group discussion and expert methods so called consensus methods were defined: method of nominal groups, Delphi method and method of finding consensus. Empirical study on quality of education was conducted in undergraduate university students. Research data of the group opinion formation suggest that the consensus method can be successfully applied for public opinion formation as well as for group work.
