Abstract

It is stated that several approaches to assessing learning losses are used abroad. One of them is based on the Minimum proficiency level, which is used in the framework of the Sustainable Development Goals; the other is based on the ratio of school years to student progress, which implies that the learning outcomes obtained through tests/exams are reflected in units of standard deviation of scores in the respective populations of test takers. It is revealed that the prolonged closure of schools worsens the situation with education in Ukraine. Learning losses in Ukraine can be more than one year due to a combination of prolonged school closures due to the pandemic COVID-19 and the war.
