Abstract
Inclusion, according to the EU Action Plan on Integration and Inclusion (2021-2027), involves the application of such specific strategies that would promote the equal participation of persons with special educational needs (SEN) in academic learning and social life. Among such successful innovations were the resolutions of the Cabinet of Ministers of Ukraine "On approval of the Procedure for the organization of inclusive education in institutions of general secondary education" (edition dated 06.09.2022) and "On approval of the Procedure for the organization of inclusive education in preschool education institutions" (edition dated 04/28/2022), which provide for the introduction of levels of support for children with SEN, in particular with disorders of the tempo-rhythmic component of speech. Restoring the tempo-rhythmic component of speech is an important, but not the only, task of compensatory work with children with stuttering. The formation of communicative competence, improvement of the arbitrariness of higher mental functions is the progressive work that is carried out at each level of support, gradually becoming more difficult.
