Abstract

Urgency of the research. Today, the national system of vocational education poses serious challenges aimed at its integration with the labour market, the creation of optimal conditions and effective mechanisms for public administration and partnership, transparency and publicity of management decision-making and implementation. Taking into account this range of factors in the organization of educational institutions of all levels is an important issue to ensure sustainable development of Ukraine and its European choice. Target setting. The key objectives of development and functioning of vocational education institutions are maximum consideration of the needs and expectations of key stakeholders, implementation a number of measures aimed to ensure continuous and consistent improvement of education, promoting culture of formation of education quality. This requires the introduction of a comprehensive system of quality assurance in education, monitoring the quality of education and educational activities, the involvement of highly qualified specialists in monitoring research. Of particular relevance are the issues of revision of approaches, methods, forms and content of education, the introduction of flexible models of educational process, increasing attention to the variable component in the structure of the complex of educational components, which is implemented in special courses. Actual scientific researches and issues analysis. The urgency of this problem is confirmed by studies of famous scientists V. Kremen, O. Savchenko, V. Zaychuk, O. Lokshina, T. Lukina, O. Lyashenko, aimed at analyzing the methodological problems of education quality, the works of G. Yelnikova, Z. Ryabova, O. Bodnar, G. Annenkova in the field of monitoring methodology, implementation of qualimetric models and self-examination of the educational environment. A significant contribution to the substantiation of laws, principles, content, current trends in professional development of teachers has been made by domestic scientists, in particular V. Oliynyk, V. Sydorenko, V. Maslov. The research objective. To reveal the content and structure, features of the introduction of a special course “Monitoring the quality of education in the context of interaction with stakeholders”; to present the generalized analytical data on results of diagnostics of mastering of a special course during its approbation on advanced training courses for teachers of vocational education. The statement of basic materials. The uniqueness of the special course program “Monitoring the quality of education in the context of interaction with stakeholders” is to take into account the sectoral context and the actual results of monitoring studies of quality training of vocational (professional and technical) education at the Bila Tserkva Institute of Continuing Professional Education. The article considers the purpose, objectives, andragogical principles of building a special course program. The content and logic of the special course, which reflects the movement from the analysis of the concepts of quality of education, quality of educational activities, educational monitoring and monitoring of the quality of professional development, to practice-oriented issues of monitoring research on the quality of education and educational services in the context of interaction with stakeholders. The generalized indicators on results of diagnostics of students of advanced training courses during approbation of a special course “Monitoring of quality of education in the context of interaction with stakeholders” are presented. Conclusions. The author's special course “Monitoring the quality of education in the context of interaction with stakeholders” was developed and tested. It is considered as a pedagogical condition for monitoring the quality of professional development of specialists in the field of professional education. The presented generalized analytical data on the results of diagnostics of special course learning during its approbation at advanced training courses prove a certain level of efficiency in promoting the development of competencies in conducting monitoring research of managerial and / or own professional activity (as a means of reflective activity) for teachers of vocational education.
