Abstract

It was discovered that under the influence of social processes, goals and tasks that are facing the education system, there is an evolution of ideas about the essence of the education quality, in particular the secondary education. The conceptual foundations for the formation of monitoring systems of general secondary education quality are revealedю. The purpose and direction of the assessment of the general secondary education quality is substantiated. It was clarified that the initial stage in the construction of a criterial basis for the education quality monitoring is the assessment of the availability of education for the child in terms of the territorial separation of the educational institution and the physical accessibility of services for people with special needs, gender equality, the availability of qualified teachers and educational materials. It is proved that the concept of European approaches to the assessment of the quality of general secondary education is based on the need to assess the conditions (factors) of the existence and environment of the school, the quality of the school environment and characteristics of the students.
