Abstract

Self-sufficient and powerful territorial communities - villagers or voluntary associations in villages of several villages, settlements and cities within the Constitution and laws of Ukraine have the right to independently determine strategic guidelines, to produce adequate ones, as the basis for modernization of management, local development, and efficient self-government. legal means to achieve goals, solve issues of local importance.
