Abstract
The beginning of scientometry and bibliometry was investigated. We investigated the origins of the scientometrics and noted the lack of attention to the development of its methodology. The modern approaches to the definition of the concept of scientometrics are considered. In the process of assessing the effectiveness of scientific activity, the transition from formal quantitative indicators to getting an expert conclusion based on bibliometric indicators was noted.
