Abstract

The article defines basic parameters and content characteristics of equality of opportunity to obtain a qualitative education as democratic society standard; the author proves direct relationship of democratization and modernization reforms that are taking place in our country with the development of mechanisms designed to implement the principle of equal access of every citizen to high quality educational services as wide as possible. The article analyzes reasons, circumstances and main obstacles that arise in the realization of opportunities for equal access to high quality education in the context of social transformations in Ukraine. It is formulated and systematized basic approaches and ways to overcome disparities in the area of university education and accesses to it.
