Abstract

The article addresses the problem of combining the principles of egalitarian and elitist education in the context of the new university formation. It was emphasized that this specific problem can not be solved without providing the transparency and objectivity of the knowledge assessment, increasing the responsibility of educational institutions for the quality of educational services, enhancing the management level in education industry, optimizing the allocation of funds in the education sector, providing the demand for specialists in the labor market, overcoming the isolation of the educational process from research activities. It was determined that the above objectives are closely interrelated and are unlikely to be solved separately. The study analyzes the role of the university as a center of education of the intellectual elite.
