Abstract
Decentralization tendencies in the development of modern European school education via democratization of educational process control are grounded. Finnish experience in reformation of secondary schools is analysed. The authors recommend to use positive achievements of the Finnish system of education in Ukraine in practice in the context of decentralization of education service system provided by Finnish schools.
