Abstract

In the article the authors summarize the positive experience of organizing specialized secondary education in Estonia in order to improve the quality of specialized secondary education in Ukraine. Republic of Estonia Education Act (2022), Basic School and Upper Secondary Schools Acts (2023), Vocational Educational Institutions Act (2023), Public Schools Act (2022), Education Strategy 2021–2035 (2021) are analysed. In accordance with the main objectives of education set out in Republic of Estonia Education Act (2022), education is divided into general education, vocational education and hobby education. The results of the OECD’s Programme for International Student Assessment (PISA 2006, 2009, 2012, 2015, 2018, 2022) show that Estonia is one of the countries whose students consistently show high results. Given the fact that the Republic of Estonia has a high-quality education system, its experience in education in general and in organizing specialized secondary education in particular can be important for Ukraine.
