Abstract

The article provides data on the monitoring of the needs of the regions of Ukraine in the transport of children of older preschool age to preschool education institutions and in the opposite direction. The monitoring was carried out within the framework of membership in the working group of the Ministry of Education and Science of Ukraine (hereinafter referred to as the Ministry of Education and Science of Ukraine) on the development of proposals for the settlement of the issue of transportation of preschool children to preschool education institutions by school buses (order of the Ministry of Education and Science of November 15, 2023 No. 1396) in compliance with the letter of the Ministry of Education and Culture dated December 1.2023 No. 6/297-23. The collected data will be useful in the process of preparing changes to key normative legal acts and administrative departmental documents, which should regulate the organization of the relevant transportation. In the future, it will be possible to solve the issues of their financing, material and technical and personnel support. The study of this issue was actualized in the conditions of martial law and against the background of strengthening the state’s efforts to optimize free and safe transportation of students to general secondary education institutions (including support institutions and their branches), taking into account the educational losses suffered by the preschool education system. This is the first targeted study of the need for transportation of preschoolers, which shows the real picture of the situation as of the end of 2023 and will help the education management authorities, together with the National Police authorities, to assess resources, reserves, risks, economic and social benefits from innovations, to avoid mistakes on on the basis of many years of experience in organizing the transportation of schoolchildren with the involvement of specialized buses, rented, public, and own transport.
