Abstract

The modern world is characterized by processes of globalization and internationalization of the economy, the opening of borders, the emergence of new markets, and the growth of labor migration. The new paradigm of human development in the conditions of post-industrial society leads to the reorientation of society from the accumulation of material goods to the development of human potential in the form of knowledge, intellectual abilities and practical skills. The short life cycle of knowledge, skills and professions imposes on people and education a requirement for the continuity of education and the constant renewal of individual ability and Certification training. Life requires constant learning. The analysis of the latest research and publications shows that in recent years, the world has gradually moved to the recognition of a person in the economy as a decisive factor in development and progress. Today, the development of the economy depends more on the development of a person, his human capital, than on the material factors of economic progress, physical capital. An educated person, human capital is an effective source of socio-economic growth.
