Abstract

The article reviews the legal frameworks governing the functioning of educational systems in the EU and Ukraine in order to clarify the content and essence of the concept of “digital competence as one of the key competences for lifelong learning”. The author analyses the following documents, namely, Lisbon European Council 23 and 24 March 2000 Presidency Conclusions, "Recommendation of the European Parliament and the Council of 18 December 2006 on Key Competences for Lifelong Learning (2006/962/EC)" (2006), "Key Competences for Lifelong Learning – European Reference Framework" (2006), "Policy Brief on the Future Work – Skills for the Digital World" (2016), “A New Skills Agenda for Europe: Working together to strengthen human capital, employability and competitiveness”(2016), updated "Council Recommendation on 22 May 2018 on Key Competences for Lifelong Learning" (2018) and "Key Competences for Lifelong Learning – European Reference Framework" (2018), "European Framework for the Digital Competence of Educators" (2017), “Educators’ Digital Competency Framework” (2022), the Law of Ukraine "On Education" (2017), "Digital Competence Framework for Citizens of Ukraine" (2021) and "Digital Competence Framework for Teaching and Research Staff" (2021). A comparative analysis of approaches to understanding the content and essence of the concept of “digital competence as a key competence for lifelong learning” in the regulatory documents of the EU and Ukraine is carried out. The content and essence of the concept of "digital competence as a key competence for lifelong learning" are clarified. It is proved that digital competence plays a leading role in the system of key competences for lifelong learning, and the level of its formation and development guarantees an individual as a professional of the society of the future success in professional development and career growth.
