Abstract

The problem of improving the quality of professional training of cadets in higher military educational institutions is the subject of increased attention of scientific-pedagogical workers, academic practitioners and direct leaders of units and bodies of the security and defense sector forces. There is currently a discussion going on among experts about the quality of training of officers in higher educational institutions and their readiness to perform professional and managerial functions after their early graduation because some young officers are not professionally and psychologically prepared to independently perform the tasks of their official assignment in conditions of combat operations. The aim of the article is to summarize the materials of an empirical study on the state of training of young officers in higher educational institutions, their participation in combat operations, modern requirements for them taking into account the conditions of martial law and on this basis formulating the current list of professional and personal qualities of officers of the security and defense sector. To achieve the goal, the current state of research and publications is summarized; modern requirements for professional and personal qualities of officers of the security and defense sector, which need to be formed in universities, are substantiated. The participants in the study were members of the forces of the security and defense sector. It has been found out that the professionalism of an officer in the security and defense sector of Ukraine to a large extent depends on the quality and effectiveness of their training in higher education institutions. It is concluded that the higher military school at the present stage of reforming the system of military education faces complex and responsible tasks, so it is necessary to establish an adequate process of professional training of officer personnel that meets the new structure and tasks of the security and defense sector forces of Ukraine, the real capabilities of the state. This process should ensure the training of officers with high professional qualities, ready at any moment to defend the sovereignty and national interests of Ukraine and meet modern requirements. The fulfillment of combat tasks, as well as the organization of daily activities, requires an adequate system of personnel management of the security and defense sector of Ukraine, built on a command-and-control approach. An officer of the forces of the security and defense sector of Ukraine, first of all, has to be a leading top manager of the appropriate level of management.
