Abstract

Today's hybrid war in Ukraine reveals use of the entire spectrum of hybrid influence by Russia that threatens integrity of the territory of the state and safety of people; this makes taking appropriate protective measures. The paper is dedicated to the solution of an actual problem which is efficient counteraction to real and potential threats to civil population under conditions of military and nonmilitary methods of keeping hybrid conflict in Ukraine as well as lowering threat of their occurrence. We see necessity in active use of the potential of the united national civil protection system and its ability to changes by functioning parameters and development trends so that safety of civil population under conditions of hybrid threats can be reached. We propose application of adaptive approach to the management of the united national civil protection system which ensures choice of optimum method of reaching the purpose whereas saving unchanged target performance for the civil population protection at the time of hybrid influence.
