Abstract
The local governments role of reducing natural and technological risks of emergencies and maintaining sustainable development of communities has been concidered in the work. Suggestions of improving the system combating disasters, where special attention is given to the necessity of sharing the responsibilities between the state administration and local governments, have been formulated.
