Abstract

In the work there have been generalized and systematized the methodological approaches to the substantiation of the conceptual and categorical apparatus for clarifying the essence of the concepts «security» and «civil security» in the pedagogical discourse. Based on the comparative analysis, the structural and functional relationships between these concepts are revealed. These concepts, as one of the most important means of categorization, conceptualization and evaluation of reality, allow us to identify the studied aspects that reflect the picture of their actual functioning in the pedagogical consciousness. The analysis shows that security problems are a consequence of the social structure of society, the complexity of which leads to the need to ensure protection. It is also established that the existing multiplicity of approaches to the interpretation of the concept of «security» is actively discussed in academic circles, the interest in which has grown significantly in recent decades. Solving civil security problems points to its complexity as a scientific problem that requires further in-depth research, concidering it as a dynamic system, taking into account the existence of current threats, risks and dangers. Based on the rationale substantiation, the author's understanding of the concept of «civil security» is proposed as a necessary special and dynamic state of relative invulnerability of society, concentrated in its spiritual, moral, ethical, cultural, historical, intellectual and material and other values, information and environment; that state is provided, in the absence of natural, man-made and other non-military threats, by making decisions for safe life and activities. The scientifically substantiated conceptual apparatus of the research makes it possible to reveal the content, purpose and tasks of the chosen problem field, taking into account the contradictions of different authors.
