Abstract

Two foreign countries were selected to study the topic: the Republic of Kazakhstan and the Kingdom of the Netherlands. In the article analyzed the legal framework for the organization of professional development of scientific and pedagogical workers in the scientific component in Ukraine, Kazakhstan and the Netherlands. In comparison with other countries, Ukraine has the largest number of regulatory documents regulating the training of applicants at the scientific level. On the basis of the analysis of information sources, the practices of organizing the professional development of scientific and pedagogical workers at the scientific level of the universities of Ukraine, Kazakhstan and the Netherlands was compared. For example, іn Ukraine the further training of individuals with a PhD degree (candidate of science) is carried out at a separate, normative, scientific level of higher education. In Kazakhstan and the Netherlands, further improvement of PhD doctors' competences is not allocated in separate educational level. In Ukraine and Kazakhstan, training at the scientific level is institutionalized (corresponding structures have been formed at universities to coordinate the preparation of competitors: in Ukraine – the Institute of Doctoral Studies, in Kazakhstan – the Institute of Postdoctoral Studies). In the Netherlands, postdoctoral studies are temporary research positions in research projects. In Ukraine and Kazakhstan, the main criteria are the quantitative criteria for the selection candidates in Doctoral Studies / Postdoctoral Studies (number of publications in professional / indexed journals). In the Netherlands, selection is made by a combination of quantitative and qualitative criteria (not only the number of publications, but also personal characteristics, teaching experience, teamwork, public activity). Positive experience in the practice of organization of professional development of scientific and pedagogical workers of the universities of Kazakhstan and the Netherlands, which may be spread in Ukraine, has been revealed. Prospects for further scientific research in this direction have been determined.
