Abstract

In the context of achieving learning outcomes, ways to solve the problem of insufficient involvement of employers and their organizations in the management system of the educational process in institutions of vocational(technical) education and quality control of education have been formed. It is proposed to implement effective mechanisms for employment of graduates and the adoption of a new law "On Vocational Education". In order to introduce effective mechanisms that encourage employers to systematically direct funding to the development of vocational (technical) education institutions, so that from the point of view of taxation it is more profitable for the employer to invest in the development of such a system than to finance other areas. The directions of realization of the innovative model of management of development of professional education which consists in interaction of employers with educational institutions are offered. To implement new models of public-private partnership, the world and domestic experience of public-private partnership development, technologies of creation and institutionalization of various forms of public-private partnership in the system of vocational education, as well as methods of forecasting the effects and risks of various organizational and legal forms of public private partnership in the system of vocational education. Specific formats of public private partnerships in the context of decentralization are taken into account. The stages of introduction of new models of public-private partnership in the field of vocational education are offered. Prospects for the implementation of the model of public-private partnership in the field of vocational education for the state, employers and vocational education institutions in accordance with international best practices are identified.
