Abstract
The peculiarities of the process of building civil society in Ukraine and its role in overcoming the "deficit of democracy" - a phenomenon that is gaining steady signs of an upward trend - are analyzed. It is noted that this phenomenon is characterized by an insufficient level of democratic legitimacy, a certain inconsistency of modern democratic regimes with mechanisms and procedures, modern democratic standards and violation of the principles of democracy in the practice of socio-political activity. The solution to the problem of "democracy deficit", according to the author, largely depends on the level of development of civil society, the capacity of its institutions, the effectiveness of government interaction and legislative support of this process, and ultimately on the general level of political culture and education. The principles, practices and contradictions of interaction between the state and civil society are outlined and analyzed. The main factors that influence on the one hand the perception of the ideas of civil society in Ukraine, on the other - the formation of its institutions, the ways of development of civil society in Ukraine are proposed.
