Abstract

The article describes digital tools for creating and maintaining an educational environment for democratic citizenship in European countries. The vision of the European educational community on the role and place of digital technologies in learning processes and, in particular, civic education in the context of European strategic guidelines (Recommendations of the European Parliament and the Council) on key competences for lifelong learning 2018/0008, Digital Competence Framework for Citizens DigComp2 .0, 2.1 2016, Digital Competence Framework for Educators, DigCompEdu 2018). The definition of digital competence as a confident, critical and responsible use of digital technologies for learning, work and participation in society and interaction with them is presented. The vision of the Council of Europe experts on the components of civic competence of modern digital citizens is outlined (CoE, 2020): to be able to use digital technologies wisely and to know how to behave on the Internet; to protect their own rights and information, to be careful with the rights of people with whom they communicate, to be able to interact on the Internet; cooperate online and offline, positively carry out Internet activities; be open to other people's cultures, rely on the positive aspects of the Internet environment and avoid disadvantages; be aware of the need for lifelong learning. A description of the components of the digital learning environment based on the experience of the Netherlands, Belgium, EU countries; digital educational hubs, portals used by teachers of European countries in lessons of history, social sciences, geography, foreign languages, etc. subjects, introducing education for democratic citizenship ("digital calendar blocks", "people and society"). It was found that the main characteristic of digital tools, in particular digital learning hubs is their versatility, accessibility and flexibility, which allows teachers to customize digital tools for educational purposes, tasks and needs of students.
