Abstract

In the article the author makes an analytical review of personnel policy in the system special and inclusive education. It analyzes approaches to the organization of training process in higher education institutions to increase its effectiveness; notes reasons why the existing education system for children with disabilities is not meets the needs of society; indicates directions that need priority solution; outlines the conceptual framework for preparing correctional educators for work in specialized institutions. The author attempts to identify opportunities improving the quality of specialist training through the modification of training in higher education institutions in the preparation of students in the relevant area.
