Abstract

The author substantiates the prerequisites for the development of a system of methods and means of forecasting the development of general secondary education: 1) the integration of Ukrainian science and education into the international educational space; 2) the reform of education in Ukraine occurs in complex socio-economic and political conditions that affect the quality of the educational process and require predictable innovations; 3) the process of reforming the educational system is of a permanent nature, since the innovation stage of the development of education is not the final one, the educational system must always correspond to the challenges of the state and society, which involves changes; 4) the peculiarity of forecasting the development of education is that the predictability of objectivity can be confirmed over a relatively long time (5, 10, 20 years), so there is a need to determine objective requirements for the expected result of forecasting, which will serve as criteria for estimating the forecast and determine the main directions planning of education development, which confirms the necessity of creating a special system of methods for predicting the development of general secondary education.
