Abstract
The article points out that the transition to democracy presupposes modernization changes in political, economic, social, cultural and educational processes, in all spheres of society, without exception, in accordance with the Millennium Goals and determines the constant and flexible response of subjects to changes, publicity of power, transparency of managerial decisions and the rule of law of elements of democratic development, and also is characterized by factors of influence on the management process. The questions of the optimal combination of state and social factors in management in the sphere of education are highlighted. It is stressed that the influence of state and social factors on the governance process, experience of public participation in the management of education in developed countries has still not been fully understood and understood in terms of its attractiveness and application in Ukrainian realities. It is also noted that in modern studies, in the vast majority of cases, the public is understood as organized structures that reflect the interests of various social groups in the field of education and do not obey the educational authorities.
