Abstract
During the study, the pattern of compliance of the main goal of reforming the modernization and development of higher education of Ukraine with the main principles of the functioning of the European Higher Education Area is formulated; it is determined that the idea of student center-centeredness should be theoretically-methodological basis of reforming, modernizing and developing higher education. The problems of legal state regulation of economic relations in the field of higher education of Ukraine in the conceptual, normative legal and institutional fields are considered, and the directions of their solution are proposed.
