Abstract

Among the principles of the civil service of Ukraine, as well as other countries of the world, the principle is the professionalism - competent, objective and impartial performance of official duties, continuous improvement of professional competence, continuous lifelong learning, and fluency in the state language. The necessary level of professional competence of the employee of the state institution is possible only if he has the appropriate level of language and communicative competencies, which are manifested in the free possession of the state language. A modern specialist language is needed not as a set of unified rules, but as a system of worldview, a means of cultural coexistence in the information society, self-expression and self-expression of the individual, for qualitative and competent performance of official duties and the development of his linguistic personality, provided by the Law of Ukraine "On Civil Service" . The definition of candidates for a civil service for the level of fluency in Ukrainian as a state language takes place in the form of an examination (examination), which consists of oral and written parts. Methodical recommendations for the certification of candidates for entry into the civil service have been developed in accordance with the Standard of the Ukrainian language for civil servants, the Resolution "On the organization of the certification of persons applying for admission to the civil service regarding the free possession of the state language" (No. 301 dated April 26, 2017) . Structure of the material is carried out in two obligatory modules of attestation: oral and written. The proposed tasks for writing (lexical-grammar tests, texts for the referencing-remittance) and verbal (introductory communication to socio-cultural, general professional and current topics, business conversation in a simulated situation, message-presentation on a certain topic) certification units will help applicants for entry to the state service to prepare for the certification of free language proficiency, to improve the level of linguistic and communicative competence, to acquire skills and skills of professional communication on the grammar, l ksychnomu and stylistic levels. For civil servants, applicants for admission to public service, students of advanced training courses, as well as all those who seek a high culture of communication at a professional level, they want to increase their linguistic and communicative competence.
