Abstract
On the basis of theoretical analysis of essence and types of elites, exposition of substantive provisions of Strategy of public skilled policy on 2012–2020 in relation to a selection, preparation, placing and bringing in, to realization of priority projects of the state of new administrative elite, in the article grounded there are aesthetics and ethics principles of its forming. To them categories are attributed wonderful – ugly, elevated – low, comical – tragic and principles of principles of simfonies, harmonies, to the autarchy in a management, orientation of this process on a certain ideal; supports are on appearance.
