Abstract
The thesis explains the problems of studies of the rhetorical and communicative culture of the modern university as an integrative factor of formation of academic elites (within the scientific thematic of the newly created Department of leadership and institutional development of higher education at the Institute of Higher Education of National Academy of Pedagogical Sciences of Ukraine). The thesis also defines the perspective plans taking into consideration the value of the rhetorical studies component in effective higher education reform in Ukraine and research interest to the leading role of universities in the formation of rhetorical higher education. The paper was prepared for the Conference "Higher Education Reforms in Ukraine: Critical Issues in Legislative and Institutional Transformations" (Kyiv, 28–29 May 2015).
