Abstract

The author considers the problem of the unemployment in Ukraine as a social phenomenon caused with the market. The problem groups of adults include disabled people, prisoners, people of the third age, and unemployed persons. The author considers that the professional training of unemployed people should be based on the following principles: voluntariness of professional training, compliance of professional training with the official requirements and standards, differential approach to various social groups.
